What is a Private Organization?
A Private organization (PO) is a self-sustaining special interest group, set up by people acting exclusively outside the scope of any official capacity as officers, employees, or agents of the Federal Government. They are not NAF Instrumentalities (NAFIs) or entitled to the sovereign immunities and privileges given to the NAFIs or the Air Force. They operate on Air Force installations with the written consent of the Installation Commander. The Mission Support Group Commander for the base has been delegated authority to approve these operations. The governing regulations for the private organization program are AFI 34-223 and 15th Airlift Wing Supplement.
How do we become an established PO at Hickam AFB?
AFI 34-223, Private Organizations, 15th AW Supplement to AFI 34-223, and the Private Organization Handbook provide operating guidance for Private Organizations (PO). If an organization expects to maintain monthly assets over $1,000 in their account over a 3-month period, they must be formally established as a PO. Those with less than $1,000 in assets can operate as Unofficial Activities. The primary difference in establishing an Unofficial Activity vice a PO is that a PO must have a constitution and has more stringent reporting requirements to protect the interests of the PO and the Air Force. A unit or organization must submit the following documents to be recognized as an established PO: Constitution/Bylaws, insurance waiver request or proof of commercial insurance and a request to establish a private organization . In addition, POs are required to submit financial statements (treasurers' report & balance sheet) quarterly along with meeting minutes. Both Private Organizations and Unofficial Activities must report any changes in officers or points of contact. This is done using the Officer Roster.
How can my organization hold a fundraiser? A Car Wash?
Organizations are permitted to hold two fundraisers per quarter. All fundraisers must be pre-approved by the 15 Services Squadron Commander or the Resource Management Flight Chief. The process of setting up a fundraiser is simple. Download the Fundraiser Request Form. Fill out the required information and email the completed request to 15svs.svf@hickam.af.mil.
If the fund-raiser involves food, please see further instructions. Car washes are authorized for fund-raising purposes on Fridays, Saturdays, Sundays, and any government holiday or down days in conjunction with the weekend. The car wash lottery is open only to Squadron/Unit POs and is held on the last Thursday of February, May, August and November at the Enlisted Club, 0800.
